Full Working Group & Work Tracks 1-4
|
The
public comment period
for the Working Group’s
Initial Report
closed on September 26. As of 4 October, the Working Group received 69 public comment submissions. The Working Group looks forward to reviewing and incorporating the feedback received as it prepares its Final Report.
The Working Group held three meetings in September:
- Discussed the anticipated role of liaisons, members of the Working Group who are designated as representatives by a Supporting Organization, Advisory Committee, Constituency, Stakeholder Group, or other group to serve as an empowered point person that the Working Group could turn to for the following:
- To help explain the group’s position(s) on comments submitted during the applicable comment period(s)(if any);
- To respond to questions from the Working Group on the comments submitted;
- To be responsible for seeking the group’s position(s)(if any) on comments from other groups or individuals when requested, new recommendations/new proposals, etc.; and
- To be responsible to the Working Group for seeking input from the group on any recommendations that the Working Group may come up with in the future.
- Reviewed SAC090 - SSAC Advisory on the Stability of the Namespace and introduced a review document to assist the Working Group with addressing this advisory.
- Discussed next steps on the Initial Report, which include forming a new set of Sub Groups tasked with reviewing input received through public comment.
- Continued to refine the supplemental Initial Report, with a focus on section 1.3 on the Role of Application Comment and section 1.4 on Change Requests.
- Went over the review document developed to assist the Working Group with addressing SAC090 - SSAC Advisory on the Stability of the Namespace.
- Discussed the call for volunteers to recruit participants for new Sub Teams to conduct public comment review.
- Reviewed sections of the supplemental Initial Report, including a first reading of section 1.5 on Registrar Support for New gTLDs and a second reading of section 1.1 on Auctions: Mechanisms of Last Resort, section 1.2 on Use of Private Auctions, section 1.3 on Role of Application Comment, and section 1.4 on Change Requests.
- Began to discuss structure and content of the PDP Working Group’s face-to-face sessions at ICANN63.
- Continued to review the supplemental Initial Report, including a second reading of section 1.5 on Registrar Support for New gTLDs, and additional discussion on section 1.1 on Auctions: Mechanisms of Last Resort, section 1.2 on Use of Private Auctions, section 1.3 on Role of Application Comment, and section 1.4 on Change Requests.
- Provided an update on the review document developed to assist the Working Group with addressing SAC090 - SSAC Advisory on the Stability of the Namespace.
- Discussed planning for face-to-face sessions at ICANN63.
The WG held a meeting on 2 October, which will be covered in the next edition of the newsletter.
There were no meetings held for the individual Work Tracks (1-4) during the month of September separate and apart from the full group meetings.

Work Track 5 (WT5) held two meetings in September:
- Discussed whether additional terms not included in the 2012 Applicant Guidebook should have special rules or protections in subsequent procedures. Continued to review proposals from Work Track members on the future treatment of “non-AGB terms.”
- Discussed the latest version of the Work Track’s work plan and steps to publishing the Work Track’s Initial Report.
- Discussed potential preliminary recommendations for categories of terms that required support or non-objection from the relevant governments or public authorities in the 2012 round: capital city names, non-capital city names, sub-national regions, UNESCO regions, and places on the “Composition of macro geographical (continental) regions, geographical sub-regions, and selected economic and other groupings.”
- Discussed additional updates to the Work Track’s work plan and remaining steps to publishing the Work Track’s Initial Report.
WT5 held a meeting on 3 October, which will be covered in the next edition of the newsletter.

Full Working Group and Work Tracks 1-4

The Working Group has a meeting scheduled for 8 October.
The Working Group will hold three consecutive face-to-face working sessions at ICANN63:

Work Track 5 is planning to prepare a draft Initial Report for discussion prior to ICANN63. It plans to publish the Initial Report for public comment following ICANN63.

In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s
deliverables
served as the basis for the GNSO Council’s request for a Preliminary Issue Report in June of 2015.
Following the publication of the
Final Issue Report
, the
GNSO
Council adopted the charter for the PDP Working Group, which began its work in February 2016. The Working Group initially concentrated on a set of overarching issues and has since established five separate Work Tracks to consider specific topic areas: Work Track 1 - Overall Process/Support/Outreach, Work Track 2 - Legal/Regulatory, Work Track 3: String Contention/Objections & Disputes, Work Track 4: Internationalized Domain Names/Technical & Operations, Work Track 5: Geographic Names at the Top Level.

The Discussion Group identified a number of subjects that may require further analysis and possible formulation of policy language. There are existing policy recommendations adopted by the GNSO Council and ICANN Board, which will remain in place unless the PDP WG determines that changes are needed.
